Jovan Andrade Silva is a seasoned business development strategist and relationship driver. Throughout his professional career, Silva has built an impactful network inside and outside the Beltway in both the private and government sectors. His extensive experience in government contracting is furthered by his deep knowledge of forward-thinking market strategies.

Silva has served as the Business Development leader for ‘gov con’ firms winning over $100 million dollars in contracts. Contract agencies include: The Departments of Health and Human Services, Transportation, Energy, Homeland Security, Defense Logistics Agency, Defense Health Agency, U.S. Courts, FAA, and the Defense Information Systems Agency.

Silva is also the Co-Founder TactIQ, a Systems Integrator and Management Consulting Firm offering a variety of professional services to both federal and commercial clients. Combining his expertise at the intersection of business strategy and human capital management’s relationship to business outcome, Silva also co-founded The ProsConnect, an AI-enabled matchmaking tool and resume database platform.

Mr. Silva is a native of Waterbury, Connecticut. He received a BS in Social Work from the Southern Connecticut State University and a MS in Macro Social Work from Howard University. Mr. Silva resides in Washington, D.C. with his wife Lauren, their identical twin daughters, Lennon and Jagger, and infant son Roman.
